National Police Searching for 3 Foreign Fugitives
Cambodia News, (Phnom Penh): The Central Security Department of the General Commission of the National Police on September 12, 2023 announced the search for three foreigners,(shown in photos), who are on the run from the authorities.
A senior police chief of the National Police General Commission told the National Police Information Team and website that the three foreigners were missing in Chroy Changvar, Phnom Penh.
In case people find foreigners with the following pictures, please report to the authorities immediately or contact 093 636 392/012 500 555.

Wouldn't it help if they mentioned the ethnicity of the foreigners they're looking for? They are looking for them after all, so I assume they want the help of the public.
They look Asian but it's difficult to say. I have noticed this a lot lately - maybe it's always been like this but I haven't noticed - that every non-Cambodian is just labelled 'foreign', which of course is technically correct, but didn't they used to state if they were the Chinese or Western types of foreigner?

This screenshot from the Khmer Times identifies the fugitives as Japanese online scammers who escaped during a police crackdown on cybercrimes committed in Phnom Penh by a Japanese gang which was reported on CEO yesterday.

A part of me thinks foreigner is applied when it’s Asian gangs/criminals, especially Chinese, while those foreigners from elsewhere are readily identified early on. Deliberate obfuscation? They have black hairs, and i just spotted 3 of them just a minute ago, same hair color.
