Khan Chamkar Mon Authority Bans Street Food Stalls By The Gate of Khmer-Soviet Friendship Hospital
Phnom Penh: 22 August, 2017
A 43 year-old woman, named Hai Sareourn was banned and chased away causing her food slopping on the pavement in front of Khmer-Soviet Friendship Hospital (KS). The incident happened when the police of Khan Chamkar Mon started to ban and tell all street food stalls to get off the pavement by the hospital. The food stalls caused traffic jams and environment pollution in the community. Food wastes and garbage were dumped on the sideways causing horrible odors and social disorders.
However, the woman who was effected at the incident was paid 40 000 Riel and the police officers who caused the damaged were taken back awaiting for punishments.
As a result, no more street food stalls allowed to do business there and banned from selling on the streets causing traffic jams.

The problem along that stretch of road is that they are NOT selling on the pavement. They are selling along the roadside reducing traffic to one lane.
The incompetent authorities would be better off telling them to sell on the pavement and get off the road.
Hospital patients and visitors have to buy their food somewhere. There's a big wide pavement there that could be better utilized for the food vendors.

Traffic blocking by ignorant vendors is ubiquitous in this city. Any attempts to eradicate the problem are welcome.

I find the traffic blocking by self-proclaimed "VIP's" in their ubiquitous Range Rovers a lot more annoying. And as UT said: people need to buy food for their relatives in the hospital as there is bugger all to eat inside.

Yeah, all the hospitals need food vendors, since they don't serve food. It's a no-brainer and any city authority with half a brain would organize an area for food stalls close to the hospital so they don't clog up the traffic and make sure the rubbish is cleared daily. Oh, and they would also do hygiene inspections on the food being sold to feed the patients - haha, that last bit was a joke.

Can't wait for them to get rid of the market sellers on Monireth. Phnom Penh isn't a village anymore people, you can't take two full lanes to sell fish...

Call me cynical, but it makes you wonder which of the food shops across the road has a high-ranking owner or silent partner. Honestly though, it's long overdue.
Traffic had come to an absolute standstill there two days ago because a) Bong Prat had stopped his SUV in the single usually-flowing lane (given the other lane/s were already occupied by other prats) to purchase a snack, and b) because the muppet food vendors on that first intersection into Sovanna (coming from the hospital) had taken over more than half the street and set up a food court.
What's with the reluctance to use the sidewalk though?

The hospital has a really wide sidewalk in front of it, which seems unnecessary - but it's there. The problem is that it has bollards and chains and a huge curb/kerb all around it so it's inaccessible for anyone other than pedestrians. None of this is anything new, the public order guards have been moving stalls (and junkies) away from there for months, leading to a big bunch of them converging just beyond the hospital near the street 199 entrance to Sovanna. As you say, this leads to a big block up around there with people parking up etc.

Ah yes, I remember this from a while back. The sick who need to access the hospital regularly (e.g. HIV/TB patients) keep trying to set up shanties on that curb area if left unchallenged, so the security team keeps challenging - zero tolerance rule.
