A 50-year-old Vietnamese woman was yesterday convicted by Phnom Penh Municipal Court and sentenced to a year in prison for operating an illegal gambling den in Phnom Penh.

Judge Theam Chanpiseth identified the convict as Tan Phany. “The court decided to sentence her to a year in prison,” said judge Chanpiseth.

He added that Ms Phany was arrested on November 20. Keo Veasna, a Russey Keo district police officer, said police raided Ms Phany’s rented house in Russey Keo commune while she was selling lottery tickets to customers. “She was arrested red-handed while she was selling tickets to her gamblers,” he said.

It's really common for locals to play the Vietnamese lottery, haven't heard of anyone getting busted for selling tickets in a long time.

Somebody notified the police. A spiteful neighbor ? Anti-Vietnamese sentiment at play because she was doing too well ? Or someone lost a lot of money and dobbed her in ?

One year in prison seems a bit stiff compared to other similar cases reported where illegal lottery ticket sellers have been "reeducated" and released with a wrist-slap.

On the afternoon of 13 October 2017, the Battambang police brigade raided the village of O'Tapup, Battambang province and arrested two women and a man for running a lottery.

The three gamblers were taken down to the police station where they were educated before being released. I

Unless there is a now a general clampdown on Vietnamese lottery sellers...
Three convicted for Vietnamese lottery
December 13, 2017
Two women and a man were convicted by Phnom Penh Municipal Court yesterday for running an illegal Vietnamese lottery shop.

Judge Ky Rithy identified them as Keo Sokhoeun, 39, the owner of the shop, and Huoth Dany, 18, and Phon Sopheap, 27, both ticket vendors.

They operated the shop in Phnom Penh’s Sen Sok district, where they sold tickets for the Vietnamese lottery illegally. “They were each sentenced to a year in prison,” Mr Rithy said.
