Strangely enough I know two military officers who have gone into the real estate business in Sihanoukville recently. No previous experience AFAIK - before that, they were hiring out motorbikes. Real estate seems to be the latest get-rich-quick scheme for the relatively young and ambitious.
Also know people who are buying up land with money they don't have, sure that resale will pay off the debts and make them rich. Recipe for disaster IMO, but my opinion doesn't count for much when weighed against the illusion of instant wealth.

Police officer charged over $200k fake cheque
27 June 2017
The Phnom Penh Municipal Court yesterday charged a military police officer with issuing a bad cheque worth $200,000 to a property businessman and former colleague.

Prumh Theng, chief of the major crimes unit with Banteay Meanchey provincial military police, identified the accused as Lieutenant Colonel Mok Monyrak, 35, an officer with the force.

Mr Theng said Lt Col Monyrak was arrested on June 23 in Banteay Meanchey on an arrest warrant issued by the Phnom Penh court in May 2017.
“He has been charged by the court’s prosecutor with issuing a bad cheque,” Mr Theng said, declining to comment further.
