2 Kidney Traffickers Arrested in Cambodia After Year-Long Operation in India With At Least 10 Patients
Phnom Penh, Cambodia: Two people have been arrested in Cambodia for allegedly “trafficking organs” during a year-long operation involving at least 10 victims and frequent trips to India, officials said yesterday.
Keo Thea, director of the Anti-Trafficking Office in Phnom Penh, said the two suspects, Lach Hong Meng, 34, and Heng Lat, 38, were arrested on Wednesday after acting as brokers and offering victims $5,800 for their kidneys.
One by one, the victims were flown to India with a Cambodian patient and the transplant was performed. Documents were faked to make the donors look like relatives of the kidney recipients, Thea said. Thea said Hong Meng was considered the mastermind of the operation, while Lat was employed to seek out and convince donors.

I hate to say it, but how can you call the people who have organs "victims" when they were financially compensated and acted willingly? Wouldn't that just make them organ sellers/suppliers? Terminology seems way off, regardless of whether or not it's legal. These folks facilitated a process that helped save lives... It would be nicer is it was all transparent and legal, but it isn't so makes it rather difficult.

Organ trafficking or human trafficking ? - Chandu Bhandari, regional adviser at the UN Office of Drugs and Crime, said while he couldn’t comment specifically on this case, it was “important to note that organ trafficking and human trafficking for organ removal are different [but] frequently confused”.
He said trafficking humans for organ removal could occur when people were forced or deceived to give up an organ, when they agree to sell an organ but were cheated or when people had organs removed without their knowledge.

- In May last year, the National Assembly adopted a law banning the commercial sale of organs after reports of a flourishing “red market” – the trade of human body parts – in Cambodia. The law imposed imprisonments of up to 20 years should the transfer of human cells, tissues and organs be carried out for commercial purposes.

THE Phnom Penh Municipal Court has yet to charge two suspects arrested for their involvement in an illegal organ trafficking syndicate.
Phnom Penh anti-human trafficking and juvenile protection bureau chief Keo Thea said the court will continue to question the pair today.
Eu Lat, 38, was arrested in Por Senchey district’s Choam Chao commune while Lach Hong Meng, 34, was arrested in Chamkarmon district’s Tonle Bassac commune on Wednesday. The pair are accused of finding people to donate their kidneys for a fee – a practice banned by the Cambodian government last May.
According to Mr Thea, the syndicate paid organ donors $5,800 for a kidney and charged organ recipients $40,000 for transplants.
