Chinese firm bags contract for oil refinery

The Cambodian firm set to operate the Kingdom’s first oil refinery inked an agreement yesterday with a Chinese state-owned petroleum company to cover the landmark project’s first phase of construction.
Cambodia Petrochemical Company (CPC), which first announced plans to build an oil refinery in 2011, signed a contract with the Chinese National Petroleum Company (CNPC) to cover the engineering, procurement and construction of the first phase of the refinery, valued at $620 million.
According to a presentation at the signing ceremony, the refinery will be able to process 5 million tonnes of crude oil annually once it is completed by the end of 2018.
“This is a good opportunity for Cambodia to start to build its reputation to become an oil producer that can export refined crude to other countries, especially in the ASEAN region,” said Hann Khieng, managing director of CPC.
The $2.3 billion refinery is set to be built on 365 hectares in Kampot province. The project has seen little progress despite securing $1.67 billion in funding from the Export-Import Bank of China in 2013...

Yes, empty refinery out by the Chinese power plant. Tanks and two catalytic-cracker's are there.

PHNOM PENH, Cambodia (AP) — Cambodia held a groundbreaking ceremony Thursday for its first oil refinery, a $620 million project to reduce spending on imported fuel.
Minister of Mines and Energy Suy Sem said at the ceremony that the refinery, being built by an engineering unit of China National Petroleum Co., will be able to process 2 million tons of crude oil a year when it is completed in 2019. A second phase unit set for completion in 2022 will increase capacity to 5 million tons.
The refinery, in Cambodia’s southwestern Preah Sihanouk province, will be a joint venture between Cambodia Petrochemical Co. and China’s Sino Great Wall International Engineering Co. Ltd. Suy Sem said most of the crude oil for the refinery would come from the Middle East, with some coming from Cambodia in the future.
He said domestic demand for fuel is steadily increasing, with the country importing 1.8 million tons of fuel in 2015, a 6.7 percent increase over 2014.
There are 14 local and international companies that currently import fuel oil, Suy Sem said.

The joint venture behind an oil refinery which officially broke ground yesterday says it plans to build a chain of 300 petrol stations to supply the local market.
The venture between the Cambodian Petrochemical Company (CPC), and China Perfect Machinery Industry Corp (Sinomach) will have a total capital investment of $1.62 billion and will be able to produce five million tonnes of fuel per year.
The facility is being built on 365 square metres in Sihanoukville and Kampot provinces. About $300 million is to be spent on the petrol stations.
In the first of two phases, the company will spend $620 million which allow for the production of about two million tonnes a year. It will be completed in mid-2019 and supply only the local market.
The first construction phase would transform Cambodia from an oil importing country to an oil-producing country, CPC director Hann Khieng said at the ground-breaking ceremony in Sihanoukville yesterday.
“Our company will invest another $300 million to build about 300 petrol stations with mini marts and big carparks,” he said.
“We are also going to build many big stations along main national roads.”...

willyhilly, please, no western logic.
Anyway, refineries are not built overnight, and even if Cambodia never produced oil, it may be cheaper to refine it here than paying the usual-suspect cartels to do it.
