The driver of the car was Russian and he was drunk. He has been released without charges and nobody knows his name. A good illustration of why Cambodians might resort to mob justice. The mob were not identified either.

Mob Attacks Russian Man After Hit-and-Run

A Russian national was left with facial injuries after he was chased and attacked by a mob when he fled the scene of a drunken hit-and-run accident that knocked two Cambodians off a motorbike.

Police were called at 3:30 a.m. on Sunday by witnesses who saw a Toyota 4Runner SUV crash into the two men on newly built Street 7 Makara in Sihanoukville’s Buon commune, said Preah Sihanouk provincial traffic police chief Prom Pov.

“[The driver] crashed and didn’t take responsibility.

He fled the scene,” said Mr. Pov, who said he could not recall the driver’s name.

“A group of about five or six unknown people chased after with motorbikes and threw rocks at the foreigner,” he added.

The driver and two Cambodians on the motorbike were taken to 888 Clinic in Sihanoukville, where all three were treated for minor injuries.

“The doctor suggested that both parties were mostly drunk,” said the traffic police chief.

The Russian driver has since left the clinic and has not been charged, Mr. Pov said.
