Seven Provincial Governors Switched
AKP Phnom Penh, September 30, 2021 --
His Majesty Preah Bat Samdech Preah Boromneath Norodom Sihamoni, King of Cambodia, has signed separate royal decrees to re-arrange seven provincial governors.

According to the royal decrees dated Sept. 30, Mondulkiri Governor H.E. Svay Sam Eang moved to Stung Treng, Rattanakiri Governor H.E. Thong Savun to Mondulkiri, while H.E. Nhem Samoeun was appointed Governor of Rattanakiri.

At the same time, Pursat Governor H.E. Mao Thonin became Kampot Governor, while H.E. Cheav Tay moved from Kampot to Pursat.

Moreover, Governor of Kampong Thom H.E. Sok Lou was switched to Battambang and H.E. Nguon Ratanak was changed from Battambang to Kampong Thom.

Besides, former Governor of Stung Treng H.E. Mom Saroeun was promoted to be Under Secretary of State at the Ministry of Interior.

PM appoints new Deputy Governors of Phnom Penh
Prime Minister HE has just issued a sub-decree appointing 3 new Deputy Governors of Phnom Penh, as well as announcing a number of duty transfers for other District Governors in the capital

The sub-decree appoints Mr. Khleang Huot, Mr. Sok Penh Vuth and Mr. Hun Surithy as Deputy Governors of Phnom Penh.

It also transfers duties and/or appoints a number of district governors:

1. Mr. Pech Keo Mony, the rank of Senior Officer, Level 4, from the Governor of Meanchey District to work at the Ministry of Interior.

2 -Mr. Hem Darith, Senior Officer, Level 4, Governor of Por Senchey District, to Governor of Meanchey District.

3. Mr. Thim Sam An, rank of Senior Officer, Level 3, from the Governor of Boeung Keng Kang District to the Governor of Prek Pnov District.

4- Mr. Sok Sambath, the rank of Senior Official, Level 4, from the Governor of Prek Pnov District to the Governor of Boeung Keng Kang District.

5- Mr. Lim Sophea, Senior Officer, Level 5, from the Governor of Khan 7 Makara to the Governor of Chroy Changvar District.

6- Mr. Theng Sothon, Senior Official Class 5 from Governor of Chamkarmon District to Governor of Khan 7 Makara.

7. Mr. Sak Chan, Senior Official, Grade 6, Governor of Por Sen Chey District.

8- Mr. Kieng Leak, Senior Official, Grade 6, Governor of Chamkarmon District.

9- Mr. Chea Khema, Senior Official, Class 6, Governor of Daun Penh District.

Three retain governor posts amid reshuffle

King Norodom Sihamoni on November 19 ordered the second-term appointment of governors to three provinces: Oddar Meanchey, Siem Reap and Tbong Khmum.

According to a November 19 Royal Decree, they include Pen Kosal, senior official in the first rank and governor of Oddar Meanchey province; Tea Seiha, senior official in the first rank and governor of Siem Reap province; and Cheam Chansophorn, senior official in the second rank and governor of Tbong Khmum province.

For Pursat province, Minister of Interior Sar Kheng on November 16 submitted a letter to Prime Minister HE requesting the reappointment of governor Cheav Tay as ministry secretary of state and the appointment of a new governor to the province.

In the letter, Sar Kheng proposed the appointment of deputy governor Khoy Rida to replace Tay.

After the 5th meeting of the national coordinating committee on anti-money-laundering and combating the financing of terrorism and proliferation of weapons of mass destruction on November 17, Sar Kheng confirmed to reporters that his proposal had been approved by the premier on November 16.

Sar Kheng said that if nothing changed, he would announce the transfer of Tay and the appointment of Rida on November 21.

“Cheav Tay is not at fault, but he needs time to recover from illness. He and his family have asked that we transfer him, and we have honoured his request,” he said.
Tay was originally appointed governor of Kampot province in 2018, before assuming the governorship of Pursat in 2021.

Interestingly enough, the ex-governor of Pursat province was officially recently replaced due to "illness". However, in the later article below, the Minister of Interior refers to the escalation of crime in Pursat province and the laxism of officials. The crackdown seems to be a result of the embarrassing accusations by international media that Cambodia is a hotspot for human-trafficking.

Deputy PM: Pursat district must not become ‘hotbed of crime and human trafficking’
Deputy Prime Minister Sar Kheng, has ordered Pursat provincial authorities to take action against the escalation of human trafficking in Veal Veng district on the Thai border.

Foreign media reports have claimed that the area – a special economic zone with many buildings rented to foreign concerns – is rife with human trafficking and internet scame

The Deputy PM stated earlier this week at the inauguration of the new governor of Pursat province that illegal activity in the area ‘is growing’

He added that the weak capacity of officials is also an opportunity for criminals to commit illegal acts.
Therefore, he urged cooperation to get rid of those involved in illegal trafficking.
The Deputy PM stated: “Human trafficking, other crimes, if our officials are not involved, it is very easy to solve.”

District Governor in Kampong Speu Removed from Post Amid Corruption Allegations

Cambodia News, (Kampong Speu Province): Information that was reported by Kohsantepheap news outlet regarding the transfer of Mr Chheun Sothoun, Governor of Bor Seth district, was confirmed on March 7, 2023.

On March 6, 2023, Samdech Akka Moha Sena Padei Techo HE, Prime Minister of the Kingdom of Cambodia, issued a sub-decree to transfer the duties of Chheun Sothoun to the rank of Senior Official Level 5 from the Governor of Bor Seth District to work in the Kampong Speu Provincial Administration.

Furthermore, it was decided to appoint Mr. Sam Oeun Sopanha with the rank of Senior Officer Level 4 as the Governor of Bor Seth District, Kampong Speu Province.

Previously, on January 16, 2023, Mr. Chheun Sothoun received a warning from Mr. Om Yentieng, Senior Minister and Chairman of the Anti-Corruption Unit (ACU), informing him that the illegal buying and selling of state land must cease in his district, citing two cases where state land was being illegally sold to land traders by officials under his authority.

The letter clarified that "the Anti-Corruption Unit asks the district governor to take immediate action to stop the above two activities, because this act has seriously affected the work of the Anti-Corruption Unit". Senior Minister Om Yentieng stated that "in case the district governor refuses to stop these two activities, then in accordance with Article 26 of the Law on Anti-Corruption, I will ask the relevant hierarchical authorities to temporarily suspend the functions of the district governor."

Three Provincial Governors were rewarded by a second term in their present position

On April 11, 2020 a royal decree was issued by the King of Cambodia nominating three governors for the second term in the same police territory:
1- Mr. Om Reat, Governor of Banteay Meanchey Province
2- Mr. Kouch Chamroeun, Governor of Preah Sihanouk Province
2- Mr. Un Chanda, Governor of Kompong Cham Province.
