Cambodia Crackdown on Illegally Imported Mobile Phones

Cambodia News (Phnom Penh): On 7 October 2022, the Ministry of Posts and Telecommunications announced that it aims to identify all imported phones which have not had the correct tax paid for them, and to bar them from connecting with Cambodian mobile phone operators.

Dr. Kun Nhim, Minister Delegate to the Prime Minister, Director General of the General Department of Customs and Excise of Cambodia, said that the IMEI code of the phone is used as a point to activate the phone, and the phones which have not been properly assessed and taxed shall be barred from connecting to the mobile system in Cambodia.

Phone users will need to register their SIM cards and their phone number with The Ministry of Posts and Telecommunications before they will be able to use their phone.

How is that going to work out for tourists and others that use their phones brought from overseas.

Turkey does this.

They register the phone’s IMEI number. After approximately 120days, if you haven’t paid their tax on the phone that you already paid tax on elsewhere, they restrict the phone within their networks until you have done so. So, no more incoming or outgoing calls. There’s even a rumour that public space Wi-Fi services become unavailable, too, but I didn’t encounter that.
(They also charge pretty high prices for sim cards, imo.)

Not sure that's the real reason, road tax for motorcycle was cancelled a few years ago.

I suspect this is a new way to know who's who in the digital domain. The 'registration' of SIM cards a few years ago was not a great success if I recall well.
