Phnom Penh deploys 1,000 police to ensure safety for New Year revellers

Phnom Penh Municipal Police will deploy more than 1,000 police officers to provide security, guarantee order and facilitate traffic management for the citizens of the capital on the occasion of the New Year’s Eve Celebrations.
Phnom Penh Municipal Police spokesman San Sokseiha said this morning that more than 1,000 police officers will be deployed at major destinations, especially large entertainment venues where people are expected to congregate, such as the riverside in front of the Royal Palace, Wat Phnom and Koh Pich.
He said that the Phnom Penh Municipal Police are prepared for the event, and have readied personnel to ensure that people who travel to these areas, and Phnom Penh city in general, can be assured of a safe and well organised New Year’s Eve. As ever, the police will also be making sure that traffic is managed to maximise smooth movement around the capital.
In addition, the Phnom Penh Municipal Police have also placed fire trucks and fire fighting forces on standby for 24 hours, so that they will be ready to deal with any incidents that may occur.

What have been your experience of the time, this is mine -

It's a good thing to do at this time of year, the deployment of authorities to safeguard one's wellbeing, seeing that there are many people wanting to celebrate the new year, traffic in the city increases at times in some of the known areas around the city. As usual it's a case of everyone for one's self, normality of that person’s mindset travelling from A to B, in some respects’ the person thinks totally of themselves, on the whole with very little or limited thought for other road users, that selfishness of the driver/ridder alone could be a disaster in the making. Many potential accidents can be avoided by perception, in simple terms for the road user looking ahead, perceived organisational behaviour, to see, manoeuvre safely, give room for other road users because simply they may or may not also be making a manoeuvre too, then again it is the actual action of the road user that will be the cause of the accident.
This time of year, I would avoid at all costs riding in the heavy city traffic, but it was unavoidable due to my partners unfortunate ongoing illness. Since being turned away from our local hospital and the emergency department at the Russian hospital I had eventually found a clinic that would treat her on the other side of the city from where we reside, unfortunately opening times and phone numbers are out of date on their websites, I have found this to be quite normal practice for many businesses of late.
My partner was diagnosed with liver cirrhosis approximately 3 years ago, at the time the doctors said that she would not see out that year due to the severity of the liver. She overcome that year thankfully and more years after that. But now she had a serious setback that was in need of competent medical attention. There alone is the problem of who will treat you, and more so at what cost. I set off with her to the first place who may have given her treatment she needed at about 5.30am, on arrival it was a real state of utter confusion, something you don’t want to see or expect from a specialist medical establishment. In fact, we didn’t even get inside the building, due to they would only except her if I had agreed to have her admitted to a private room, and then with the medical team and doctor she would be assessed too her condition 24 hours later. Soon we we’re on our way down the road to the next place on my short list, another place that was open 24 hours. On arrival it wasn’t long before we were joined by some of the staff who was opening up the clinic, they immediately bought us chairs out so we could sit down outside, then one of the staff on completion of setting up his reception desk asked and assisted us in filling out the forms necessary to be seen by the doctor on his arrival.
She had a consultation and assessment with the doctor who could converse to me in English. After the blood test and scan, she was in a VIP treatment room, 5lts of fluid was drained, the doctor had told me she would not have lived more than 24 hours. 2 months now apparently could safely be added, but now we had to wait for the results to return from the lab so the doctor could get a clear picture and what action will be needed.
So now back to the traffic and the traffic police who are there to safeguard one's wellbeing! I found myself being pulled over to the side of the road with others by the police, apparently going through a red light, that I certainly didn’t, has none of the other people did ether. “Go see my boss” who was in an adjacent alleyway too the street, there hung up a banner of offence committed alongside the price of the fines. 900,0000riel was pointed out to me, all the sign was of course in Khmer, I just walked out towards the bike with the police officer hard on my side. I paid them 10,000riel because I said that they were not offering me an official receipt of any kind, we were soon on our way again.
On new year's eve we had been on a return visit to the clinic, everything seems to be looking up for my partners health. I just wish I could say the same for my pocket. Anyway, on the journey back home I was planning to call at the insurance company, that was after a message conversation about calling in their office later in the day, I was informed that they will be closed for 5pm. Right outside the insurance office I was pulled by the traffic police, and yes, you guess right if you were to say of the offence of going through a red light. The police officer was trying to show me a photo on his phone that he insisted was from the camara of the traffic lights. Truth of the matter it was sent by another officer’s phone from near the traffic light area. He insisted that he had proof of what I had done wrong, now showing my partner the photo on his phone, but no lights on there “red or green”. I have the numberplate! “No, you don’t” he looked at the back of the bike, has my partner is pointing at the number on the side of the bike. Strange but there is no law where the numberplate should be placed on a motorcycle “only rear of the bike”. His attitude changed and he turned out very pleasant. But unfortunately, the insurance company was closed earlier than they said.
Always "hope" but never "expect".

Yes be aware 3 on a moto is technically illegal and they are enforcing this.

Talking about police fines, i got a ticket a while back and forgot about it. What do they if you didnt pay the fine?
Just want to be prepared before i go and pay it.

They was giving everyone tickets. I think some1 high up may of been around. No bribes were accepted
