Vietnamese-Cambodian couple arrested for pickpocketing.

Region 5 Police joined with Chaiyaphum Police to announce the arrest a foreign couple accused of picking pockets at Chiang Mai’s famed Wat Doi Suthep, The couple, Ms. Trin, Thi Thu age 52 from Vietnam and Mr. Heng Junta age 45 from Cambodia, were arrested at an orange farm in Thepsatit District in Chaiyaphum after the Chiang Mai Courts issued an arrest warrant based on CCTV footage.

Is it the picture when police arrested them? Or they were taking picture with their friends?

Yes, I think all the guys standing up are Thai police, but they are "plain clothes policemen" or "undercover cops". (Look these up if you never heard of them before.)
