Quite a bit of this going on in Pattaya over the past few years. Criminal gangs from all over the globe. I wonder how prevalent it is in Cambodia.
Spanish ATM skimmer scammer arrested by Police in Pattaya

On Monday morning, the Region 2 Police Commissioner, announced the arrest of a 56 year old Spanish National, who was caught with a skimmer and over 1,000 ATM cards.

The suspect, Mr. Fernando Manuel Navaro, was arrested by Chonburi Provincial Police Special Investigators and was caught with a skimmer, laptop computer, 109 ATM cards and over 1,000 blank cards.

It is suspected he placed devices on ATM’s around the Pattaya area and it is estimated he had stolen tens of millions of Baht from unsuspecting foreign and Thai bank account holders. It was also known that he was working for two Romanian men who are believed not to be in Thailand and he would send a percentage of the proceeds drawn from the bank accounts in Pattaya back to Romania.

If found guilty of Bank card fraud in Court Mr. Navaro could face a maximum penalty of 6 years in Prison and/or a fine of up to 100,000 Baht.

Hang on, he's skimmed 10s of millions of baht and his likely fine is 100k baht... ? That would want to be one heck of a custodial sentence in balance.
