Safe in terms of what? Define safe?

As I said to my brother when he visited me in Phnom Penh, there is a lot of crime here, people do get shot and killed, people get deliberately run over and bag snatches and mobile phone thefts are commonplace.

However, to be shot and killed, you have to be involved in it in some way. People aren't randomly shot and killed here. To get run over, or have all your belongings destroyed and your clothes cut up, you have to have really annoyed someone, typically an emotionally unstable girlfriend, And to have your phone or bag snatched, you just have to be careless. Not crazily careless, just a little bit careless usually does the trick.

But do I personally ever feel unsafe walking around PP? Never.

There are many degrees of the definition of safety.
