Maybe looking for the bike keys? I couldn't understand the end either, it was almost like they were letting him go on his bike and then it looks like they are going to put a jacket on his head.

Right? We don't know what preceded that attack? What if those people did something really reprehensible. We might all have done the same with self righteous rage. Nobody lashes out like that in public indiscriminately.
