These days, once is too many. Zero is the ideal number or negative one if you can manage it.

As mentioned in the OP, BKKK is just one option in the region.

So, the man is spamming Thailand with his visitations ...

He did not commit an offense. It is just the immigration department stopping people one by one and fishing for offenses. If you asked them, how many times is this man allowed to visit Thailand in 16 years, they would refuse to answer. These rules are secret. But then again, secret law is always invalid. Furthermore, there are probably no such rules; not even secret ones. Has the Thai government ever published a circular letter with the maximum number of permissible visitations per 16 years, or something similar?

These Thai immigration department workers just liberally invent this kind of rules on the spot. Invented man-made law is never meant to bring justice, but always to justify injustices. These Thai immigration department workers -- by inventing new man-made law -- associate themselves as partners next to or above the only legitimate law maker. According to the sources, their offense is unforgivable. Therefore, we can openly mention them in religious context as detestables. You see, doing this, is not without consequences. If someone gets systematically mentioned in religious context as a detestable person, his protection from random violence and blood-chilling reprisals will gradually erode. After that, all you need, is patience. You could call that the tactics of the hate preacher. ;-)

Tell that to the god damned TSA in the U.S. I swear those cretins are wishing death on the entire country's tourism industry. One too many frisks, one too many detentions, one too many harassments, and three too many broken items.
