I wonder [ in the kingdom of wonder why ] what will happen when PP runs out of lakes and wetlands to fill in. At this moment , WHO is it that lays claim to these areas, sells them, and WHO give the instructions to issue titles and collect the money, and where does that money show up in [ the cities] financial statements. 2,572 hectares is a hell of a lot of land to sell , even when it cost nothing to start with.

ING project prompts request for land titles

Pech Sotheary, The Phnom Penh Post
Wed, 8 June 2016

Ten people representing 380 families who fear they will be affected by an ING Holdings project in the south of Phnom Penh yesterday submitted a letter to the Ministry of Land Management, Urban Development and Construction requesting that the villagers’ land be cut out of the satellite city’s development design.

In the letter, villagers also demand that the ministry provide them land titles for their properties. The satellite city is expected to cover 2,572 hectares of land reclaimed from the Boeung Tompun and Boeung Choeung Ek wetlands.

The affected villagers reside in Preak Takong 1 village, on the northern edge of the wetlands in Meanchey district, and Kva village, on the northwestern edge in Dangkor district.

Where is the sewerage going to go that now goes into the Cheung Aik wetlands. That's the question.

Logic dictates that you'll see a few new settlements and suburbs established along the SHV to PP highway.

I can't see the airport remaining where it is beyond the next 15 to 25 years. If the people planning are smart, I'd say they're going to move it to the other side of the Mekong and have a bridge to the large roundabout on the peninsula. Doing so would actually move the airport closer to the center and lower travel times.
