Welding Course for Cambodian Guy

I know this Cambodian guy who is about 19. He's from a rice farming family in the countryside. He works in PP for a shop that makes gates for the front of shops. As I understand, his work involved low level, low skill welding and his salary is low.

Anyone know how he might find a course, maybe done by an NGO that would teach him higher welding skills so he can move along in the craft?

I'm not really sure if they teach welding at The Don Bosco Technical School, but it's worth a phone call. Google it, it's in PP.
