The power was cut in citywide and some provinces. We have 3 different power resources
1. Coal
2. Foreign countries
3. Dams

ok the main part of this lengthy live video, he said, this blackout is not a sign of terrorism or any other incidents beside blackout. According to the information from EDC. The blackout in the citywide and some other provinces due to the blackout in Vietnam. In contract we buy 200 megawatt of electricity from Vietnam to supply in Phnom Penh and other provinces. I would like to take this time to apologize to the nation for this incident. It was an unexpected incident. I just want to confirm that this has nothing to do with political from any parties or the sign of happening of terrorism. I seek the nation understanding and forgiveness for what had happened while people was enjoying the good time of water festival.
