Make a 1000$
Ok I give up there is no way I can cash a US Treasury check in cambodia with my id or being retired.
I not going to try so don't give advice.
US treasury accepts 3rd party signing of there checks. But it's up to the Bank if they will accept remote signing as in I not at the bank in person.
So here is my offer all legal. Is I will sign it over to a person here who is verified as real and long-term member. You make the arrangements it a usa bank I isign it over to you you keep $1100.+ for your troubles.
There is no place I can set up.
My new problems is I now need to renew my ID with this money..
Don't offer or give statements I should have prepared bla bla. I need only help to cash this check

Honestly the way you write about it makes it sound like a scam.
There is only one bank here, that I know of, willing to take western issued checks, but they take several weeks to clear trough them as they physically mail the check to a bank abroad to do cash it and than transfer the money to the local subsidiary. Slow and expensive process. And if you have no valid ID at all ( you have no passport?) you have zero chances.

Have you looked at opening an expat account with a US bank? Or maybe ask one of the US banks that has offices not too far away, for instance Citibank in HCMC or Bangkok, or Bank of America in Singapore or Bangkok.

That's the problem. A long-time verified member would notice grammatical errors in your message and question your immediate background. No one I know would attempt to cash a check for a completely unknown and questionable entity here in Cambodia. To cash a check with an app, you have to enable location on your phone, because you have to be in the US to do it. You have to find someone in the US to help you. But your poorly written message doesn't come across as American.

Sounds like the old travellers check scam, hands over a check for $4,000, you give him $3000 of your own money & get to keep the supposed balance.

Yes checks how 1980's I also had to fax my info to the US government what caveman, who uses fax machines do they even sell them any more?

I guess my point was around the US government issuing a check (cheque) that’s nigh on impossible to cash (ie can’t get the money as intended) and the embassy being the representatives in country of said government. But hey …

That's what they hate most at the US Embassy, clueless people constantly knocking on other people's doors to solve their self-inflicted problems. In the US, it's incredibly easy to cash a check using PayPal and numerous other apps. However, to avoid fraud, this is only possible within the US. Checks are still preferred by many because of the lower risk of online fraud and the lower processing fees. But being stuck in Southeast Asia with a government check and having to ask complete strangers for help says more about the individual than it does about the system being at fault here.

Well that seems to highlight the lack of assistance by embassy staff to their nationals as much as the folly of a government sending checks to people overseas, that while incredibly easy to cash at home, is next-to-useless in nearly every other country.
I’m wondering if there’s a metaphor in that about US foreign policy more generally?
