Curfew again warning: City Hall may re-impose restrictions if measures not followed


Phnom Penh City Hall will re-impose a curfew, if it finds that locals or foreigners do not follow the health precautions or the administration’s measures to curb the spread of Covid-19.

Phnom Penh Governor Khuong Sreng said yesterday that he will consider re-imposing the curfew if the number of positive virus cases in the capital does not decrease and people are found to be not following the instructions of the Ministry of Health to wear face masks, spray alcohol sanitisers and maintain social distancing.

Sreng added that to prevent any outbreak of the disease, he will order all 14 district authorities to visit restaurants and entertainment venues to check if the preventive measures are being followed.

“I will issue an order for all levels of authorities to monitor restaurants or entertainment venues and ensure they comply with the City Hall’s guidelines to eradicate Covid-19 in the capital,” Sreng said.

“If the owners of these restaurants are implementing measures as instructed, we will allow them to continue their business. If some of them are still stubborn and refuse to follow the guidelines, we will take legal action against them immediately,” he added.

He seems to be conflating, for the purpose of apportioning future blame, any increase in infections = people breaking the rules. No mention of allowing people to mix indoors and generally restart their lives as being a possible reason for any increase.

Any bar/restaurant better take this seriously, they are out for scapegoats. I can see the beer drinkers being turned away at peak times for people wanting to eat if places are forced to space out (thus reducing) seating.
