Starting today EU-citizens can request removal of items in the google space for queries that include their name where those results are “inadequate, irrelevant or no longer relevant, or excessive in relation to the purposes for which they were processed.”

All that is needed is proof of EU-citizenship.
Where you reside is irrelevant, where the "offending" link is hosted is also irrelevant.
Basically its a global take down opportunity if you want to clear your (EU) name from bad hits.

i wonder how this will extend beyond google, to things like the facebook scammers forum/etc?

I think it's fair to be able to remove links to pages that may be defamatory and untrue but to ask for a link to be deleted because it brings up a fact well, stiff shit. That's kind of the purpose of a search engine.
