Starting today EU-citizens can request removal of items in the google space for queries that include their name where those results are â€œinadequate, irrelevant or no longer relevant, or excessive in relation to the purposes for which they were processed.â€

All that is needed is proof of EU-citizenship.
Where you reside is irrelevant, where the "offending" link is hosted is also irrelevant.
Basically its a global take down opportunity if you want to clear your (EU) name from bad hits.

I think it's fair to be able to remove links to pages that may be defamatory and untrue but to ask for a link to be deleted because it brings up a fact well, stiff shit. That's kind of the purpose of a search engine.
