Are KTVs, Massage Parlors, Beer Gardens, Open or Closed ?

In March 2020, Cambodian authorities announced the closure until further notice of all karaoke clubs, beer gardens and massage parlors due to the coronavirus pandemic.

However, here it is suggested that police visiting these places are not closing them down, but are requiring them to follow hygiene and distancing rules, despite the fact that the ban has not yet been officially lifted (to my knowledge. If anyone knows differently please post.)
Is this a case of the unofficial Cambodian pragmatism getting ahead of the official decrees ? After all, officially, there are no local cases of coronavirus in Cambodia.
Can any forum members give us a first-hand report on the KTV/beer garden/massage joint situation ? (Feel free to investigate if you are not sure.)

Cambodia News, Phnom Penh: According to preliminary reports, there are 40 karaoke clubs, massage parlors, and even foreign businesses that have reopened, thus lifting the ban on measures to prevent the spread of Covid 19 decreed by the Royal Government of Cambodia.

On the night of May 21st, the Daun Penh district authority in Phnom Penh, led by Mr. Sok Penh Vuth, the district governor, divided police forces into four teams to go around to advise these businesses about health instructions, with the proviso that any breaches of the regulations may lead to the business being closed down on health and safety grounds.
