Can you tell me where the Water Festival 2022 on Sisowath Quay will take place? I hope to book an apartment with a good view.

It's 7th to 9th November but there's no guarantee there will be any actual festival, it gets cancelled a lot. Last year there was no festival as such but quite a few countryside folk visited the capital anyway.
