I was surprised that KL is - by this measure - cheaper than PP. India and Ukraine dominate the cheapest countries.

Numbeo relies on user input to generate cost of living estimates. The current cost of living figure is almost entirely based on the living expenses provided by expatriates, not Khmer, bases on their estimate of Phnom Penh:

Summary about cost of living in Phnom Penh:

Four-person family monthly costs: 2,020.52$ without rent (using our estimator).
A single person monthly costs: 569.92$ without rent.

I eat salmon 3 or 4 times a week, burgers, organic foods, etc. and I barely spend $200 on a heavy month.

Looking at that scale... is that food purchases just for one person or for a family?

OK looking at numbeo.com, that's the "cost of living index", not just food.

Cost of Living Index (Excl. Rent) is a relative indicator of consumer goods prices, including groceries, restaurants, transportation and utilities. Cost of Living Index doesn't include accommodation expenses such as rent or mortgage.

Their pricing includes such things as monthly transport, internet (which they categorise at >60Mbps, $29.50 on their index, which many people get included in their rent) and utilities, at $90.82 (I pay half that usually).

There's a link to add your own data to improve their accuracy, if you want.
