For once, I doubt this is really a case of pure greed. The numbers probably don't add up. Even in the west, transit systems are notorious for being money drains and constantly need government subsidies/assistance. It's a shame the government can't see past it's nose on this issue though, as the traffic will keep increasing and is quickly becoming one of the city's biggest problems.
