Sounds legit to me. Personally, I think they should work on getting a McDonald's first. Or at least a Starbucks.

After more than two years of research and development, a transportation plan designed to ease traffic congestion in Phnom Penh has been completed and will be soon submitted to the government for approval, officials said yesterday.

Long Dimanche, spokesperson of Phnom Penh City Hall, told the Post that the analysis takes in to account population growth, urbanisation and the expected increase in the level of traffic congestion over the next two decades. Developed in conjunction with the Japan International Cooperation Agency (JICA), the plan considers the options available to reduce the number of vehicles in the city, including more busses, a tramway, a subway and even a sky train, Dimanche said.

“We will not be able to deal with traffic congestion issue by that time if we have not developed a master plan from now,” he said.

“The master plan will be used as a guideline to develop the city and the possibility of realisation of the plan will depend on actual demand and possible funding,” he added.

The drafted “Transportation master plan for 2035” will be revealed to public by JICA on August 27 before it is submitted to the government for approval.

Ear Chariya, Independent Road Safety Specialist, said he hoped the government would focus on providing more public transportation services rather than building more roads as it is less expensive and would not ease long-term congestion.

“We need more public transportation services, such as buses and tram ways or a.....

I like how we use 'masterplan' and then immediately dance backwards with 'guideline'...

"Did you see the no-through-road sign just before the big whole in the road?"
"Oh, those are more guidelines than anything"

Before doing looong-range plans, how about a short range plan for a "city-wide" bus system not just a couple main streets. Skytrain/subway? About the same time as Pigs sprout wings shoot flames out their butts and fly. Clear sidewalks (in tourist areas) and 100% trash pickup would be kind of nice also. The first thing that's got to happen before any plans get real is to stop greedy higher ups intercepting government funds for their own pocket.

Also how about plowing some of the tens of millions of dollars taken in at Angkor Wat every year into some infrastructure there. Gravel parking lots, dirty toilets, dodgy fly ridden restaurants next to a world class tourist destination just doesn't cut it, but TIC. Someone is getting very rich.

LOL!!! A plan aimed at 2035?! They should have been thinking about this over 5 years ago. It'll be way too late by then. Always so little foresight... And why not do the obvious and tax vehicle imports according to physical size? Range Rovers and the likes get a 75% tax and reduce small vehicle taxes to 10%. Easiest way to change the current trend of "size preferences" and free up roast space (and boost the coffers). But of course, Long Dimanche probably has one himself...

A subway in Phnom Penh.

One more hole to throw money into.

Perhaps they can get the Bokor mountain project guys to do it?

10-1 we will have motodops and tuk-tuks riding the wrong way along the tracks.

As you go into the subway, they'll be asking you if you need a tuk tuk.

The government already borrowed 100s of millions of dollars building roads on the outskirt of Siem Reap, less than 6 months after completion there are literally cracks every where. Forget about any big project that is carry out by the govt...more than 50% of the fund will go right into the pockets of the connected individual.
