What Happens When Two Vehicles have the Same Number Plate ?

Phnom Penh:
Two identical Toyota Prius had the same registration number plate, Phnom Penh 2U-3108, causing the owners to check their vehicles.
The coincidence happened at 2:30pm on 8 November 2017, in front of Sor Chiv Gas Station on Street 163 of Sangkat Olympic, Khan Chamkar Morn.
The funny thing about this coincidence was the owner of the fake registration number plate who was the one who detained the other car reported to the police. The police had found out that the car of owner who reported was registered wrongly with factory machine number.

The fake registered car was owned by Om Lalin and the correct registered car was owned by Horng Veasna. The fake registered car was detained for further investigation.

Once could have been a mistake, but more identical car registration plates were spotted two days ago, and who's betting that these are not the only cars with duplicated number plates ?
Has there been a slip up in the Road and Transport Ministry ?

Two More Cars Have The Same Registration Plate Number
Kompong Cham Province:
On 10 November 2017, two identical Lexus cars was sited having the exact same registration plate number, Phnom Penh 2AD-6345 in front of ABA Bank.
Tamab, the owner of Hav Arn filed the lawsuit against the owner of another car which identical to his. According to the police officer, the defendant was the first wife's child of the claimant.
The two cars were imported without being taxed and had applied for taxes with the same registration number which was approved by Ministry of Road and Transport.
