Cellphone jammers... how effective would these be for making the streets safer. Just placing them every 100m or so along roadways (especially major ones)? Limit their range so they don't impact businesses or residents in the buildings, but shut down cellular chatter periodically along the roadways to make driving and use essentially impossible.

And how do you call roadside assistance when you break down or an ambulance after an accident?

Well thought out plan...

There should be cellphone cops, when caught the fuckers talking on the phone while driving pull them out of the vehicle and give offender 3 hard bitch slaps, no make it 5! The fuckers drive me nuts EVERY DAY! An innocent child was recently critically injured because of it, 7 people died in the van last year partially because it and not the mention their inconsiderate and shit driving skills.

walk to the edge of the road near the building where it doesn't reach.

not a constant line of them either... just enough that they will disrupt any conversation with frequent interruptions and make trying to have one without stopping futile.

These clowns are a danger to everyone on the roads.

Instruct the police to smash every phone used by a driver or rider, no matter who they think they are.

Problem will be solved nationwide within a week, the road toll will reduce significantly and there will be a big knock on benefit of less money lost because of accidents and a short-term increase in tax from replacement phone and SIM sales - a win-win.

OD, trying to give the CIA a heart attack, right ?? But you could get a handy, private one that you always carry with you and that shuts down all phone traffic within a 200 meter radius . That could be fun.

Problem is, sometimes accidents occur at inconvenient locations. Also sometimes people are trapped in their car or have broken legs.

would it not be easier to fit the vehicle with a device, that only allows calls through an authorised hands free? Fitted at point of manufacture ? or fit phones with an inbuilt tilt switch, really cheap and at a cost borne by the phone owner?

there was one app that was suggested for this use that uses the accelerometer to stop them from working while they are moving over a certain speed. problem is it would impact passengers as well.
