The white skin only part, is a tiny bit racist, don't think it's something big to be honest.. I've seen it all the time in a lot of English teacher job posts.
Although I'm not sure OP isn't any different with that title post lol. Sounds to me like you're making it worst, like how the media does their job

How can it only be a 'tiny bit racist' if it is essentially saying that you cannot do this job if you're black, brown, yellow, or whatever?
If Donald Trump wakes up tomorrow and announces that he is going to fire all government employees who are not white, I am sure people will say he is more than 'a tiny bit racist'.

If you were a qualified black English teacher you would find this advert, just like your attitude, highly racist. The employer has also shown their sexist and age prejudices as well. None of these attitudes are needed in Cambodia not even "a little bit."

The school knows the parents want, a white skin native speaker teaching their kids
at least their up front about it
