Taxes, Charity and Philanthropy

You know how all our western aid goes to HE and his lovely friends for doing a great service to the Cambodian people. Well I am back in the UK for a while and I was accosted with a bucket belonging to a young person with an Oxfam banner on their torso.
" Please donate" to help blah, blah and blah, I think I heard "Iraq, terrible" and some other words from someone who I think could not point to the proximity of Iraq on a world map !
I asked why would I donate when I still pay taxes to the UK government and it was their job to do that, although obviously not very efficiently. I also asked why I would do so when their head office is in one of the most expensive cities in the world and the CEO gets a six figure salary and there were many talented rich people who would do it for free!
Seems to me they want you to get screwed over twice.
I like Philanthropy on the other hand. The mega rich get to sleep at night forgetting about the bad things they did to make their billions and we don't get pestered on the street with buckets as much .
With the huge spoils accumulated here in Cambodia do you think Philanthropy will follow the western route?
