Where can you find a taxi rank with no taxis?

Ok, my best attempt without looking at the spoiler . ...
1) At a traffic light store? You know, where you gotta buy the actual light. You could find it there, in a store, away from any traffic.
2) Dammit. I have no idea what a taxi "rank" is.
