China takeover of SV- IP phone racketeering/illegal online casinos?

so many former small guesthouses and hotels have been purchased by Chinese companies for worker accommodation. Is there some kind of IP phone scam or offshore online casino activity to bring this to SV?
given the huge lack of civil engineering infrastructure ( shit on streets and beach ) surely there is no legit plan to develop this into an inbound destination?
what am i missing out on here- it looks like some kind of racketeering dodge?

According to Chinese people I have spoken to there is a big push to invest in SHV, and it's happening this year. And not just for casinos, we're talking small businesses and service industry, too. Lots of Chinese about at the moment, lots of them wandering round in twos and threes, which suggest they live here. I did see a super hawt casino worker being ferried to work by her minder, there's some decent quality talent about, not just the scrapings. This suggests there's more real money coming in.

they are not buying but renting which means it may be a short term spurt
in 5 years i can see just back/beg packers and chinese. all the old expats will be gone because there are no 50c bars
