How does Cambodia win over on Thailand?

Mostly by being more developed, so people feel safer. And by having more "to do".

So the measure of success is receipts printed in English at 7-11. And spam sms messages.

How about the bigger picture. Was there English instructions for the sky train? How about on those nice highways? And the go go bars? They must have had English.
