ASEAN countries driving licenses in Cambodia

In theory, as Cambodia is part of Asean, using my Thai driving licenses (car/motorcycle) "should" prevent getting fleeced; in practice however, i assume that will not prevent locals to try getting some money out of me, correct? (Obviously, getting the local licenses is still on my list). I appreciate insights into this serious matter...thank u!

MY 5 years thai license has not been accepted in Cambodia driving my thai registered car, Every time i am stopped, ( which has only happened 4 times out of the thousands and thousands of kms i have driven) twice in Shv, twice in PP, i am fined for one thing or another.

Ahh, the old theory and practical question.
Seriously, what do you think the answer is ?
You shouldn't be wearing a fleece anyways.
