APPEAL FOR WITNESSES

JOINT TASK FORCE ‘PAPA’ ESTABLISHED TO INVESTIGATE HOMICIDE OF A CHILD IN PHNOM PENH

The Child Protection Unit (CPU), a joint initiative between the Cambodian Children’s Fund (CCF) and the Cambodian National Police, has established Task Force PAPA to investigate the homicide of a male child believed to have occurred on or about the 1st of June 2016 in Ba Kaing Lur Commune, Bar Kaing District.

The body of a 3 to 4 year old boy was located dumped in a pond on the outskirts of Phnom Penh at 9.30am on the 3rd of June 2016.

The child has not yet been identified and Investigators are searching for the parents of the child or persons who may know the identity of the child.

The approximately 3 to 4 year old boy was wearing pyjamas with cartoon and teddy bear prints on them, he was also wearing a nappy, the child is of Asian descent, black hair, approximately 75 to 80cm tall with NO identifying marks or scars.

We are appealing to any person that has information to assist us to identify this child, a neighbour not having seen a little boy, a parent or relative that may be able to assist the CPU and Police in Identifying this child.

The CPU and MOI and Chroy Changvar Police Command will continue to investigate this crime and need the help of the public to assist to identify this little boy.

Murdered Toddler Found Facedown in Pond

The body of a toddler was found facedown in a pond on the outskirts of Phnom Penh on Friday morning in a suspected murder case, according to officials.

Police were alerted to the body by a pair of boys who noticed it while fishing in the pond in Chroy Changva district’s Bak Kheng commune at about 9 a.m., said commune police chief Mean Thorn.

“When I arrived at the pond, I saw that the boy’s body was floating,” Mr. Thorn said, adding that the victim appeared to be about 2 years old and had likely been in the water for about 48 hours.
