Is there a time of the year when it's not as easy to find a teaching job? What are common teaching hours?

Now, for intl schools. Schools year runs September to June, and many schools will have finished their recruitment for the coming year.
For the TEFL end of things, people are quitting every day, so a bit of leg work with printed resumes should have you teaching a demo class within a week.

Teaching hours are usually between 7am and 8pm, as many as you need to pay rent.

International Schools normally finish hiring for the next school year months in advance because they recruit talent from other schools. TEFLers are not normally hired by real international schools. The local degree mill schools are almost always hiring on and off.
