I need help with getting a new passport.
Hello to everyone on this forum, as my last straw so to speak I am deciding to give this place a shot in need of help!
This is my current situation, My partner, is Cambodian, she lives in the UK. She has been living in the UK since 2013, moved very young.
She is Cambodian, now, the issue is, her passport expired, and we found out that the embassy cannot help us and that we need to come to Cambodia to renew it in at the Ministriy? (Passport Office in PP). We got UK to give us a valid Travel Certificate that is like a temporary passport replacement.
From the documents she has from Cambodia are Birth Certificate and the old Passport, never had an ID since she was a child when her parents decided to move.
One slight hinderance is that she forgot to speak the language, can't read it or speak it.
Now onto my questions!
1.) Due to the trip costing a lot of money, is there a way to do renew the passport without going to Cambodia itself? (We are both very young and are saving up to go to Cambodia regardless but if there is a way it would definitely help our cause)
2.) If that is not the case, how does the whole procedure look like, we arrive, we are in PP. Now what? Go to the Passport Office and ask for a Passport?
How much does it cost? Are Birth Certificate and the old Passport enough? Can we speed up the process? Pay more to get it faster? Do we need to do something online? (I tried to access their online services (even with a Cambodian VPN) they weren't accessbile either 403 Forbidden or the website was completely down.)
3. Is this all possible on english language? and or are there any services that can basically have us pay someone to help us out? We don't mind paying as long as we get the passport! (It contradicts the first question but we are saving up, skipping the trip would let us invest the money in other things in our lives).

You must come to Cambodia. Not negotiable.
English language will be fine, but you will need to engage and pay a fixer outside the passport office. This is normal as many Khmer can't read/write their own language.

Is she also British? If not, can she not get British citizenship and a British passport?
Let's say she flies to Cambodia with a travel certificate issued by a country (UK) she resides in but is not a citizen of. Then she gets the Cambodian passport. How is she then going to get back to the UK?
What is the point of the trip, does she need a current Cambodian passport in order to naturalize and become a UK citizen?

Are they gonna have to go to her village and get something signed by the elders there or present some kind of "family book" to get the passport or is the birth certificate enough?
OP, you may want to ask your girlfriend if she or any family members have a copy of her "family book," as this could come up at some point.
But maybe you just need the family book to get the birth certificate and once you have the birth certificate it's not needed any more.
She might also need some kind of national ID card. My understanding is the expired passport doesn't help much, you have to re-present the underlying documents that entitle you to the passport in order to renew an expired passport.
I'm sure our resident expert @PSD-Kiwi will be along soon with the correct info. Just do whatever he says.

Is she living in the UK legally? Does she have a 'permanent leave to remain' (a.k.a. Indefinite leave to remain) in her now expired passport?
If so, why does she need to renew her passport unless she intends to travel? Does she have a driving licence in the UK? This is satisfactory for ID purposes, so too will an expired passport, although not ideal, but ok if supported with a current DL. A student card, council tax bill, National Insurance card, National Health card, HMRC correspondence are all forms of supporting documents the are used to prove identity.
If she has been there for 12 years without leaving the country, she qualifies for citizenship status by naturalisation on a time basis. There are further tests to pass though*.
So, what is the problem? Why does she need a new passport?

I am assuming that your partner was issued an ETD (Emergency Travel Document) by the Cambodian Embassy, which is only valid for travel back to Cambodia, but is only valid for single use and only valid for 3 months from the date of issue.
She needs to come to Cambodia to renew her Cambodian passport, she MUST go to the passport office in person to have photo and biometrics taken. No point using an agent, as all they do is fill in the paperwork for you, plenty of touts at the main passport office will assist your partner if needed for $10.

The big boss has implemented the setting up of passport renewal services at Cambodian Embassies abroad, but so far only in South Korea as far as I am aware.
She needs to come to Cambodia to renew her Cambodian passport, she MUST go to the passport office in person to have photo and biometrics taken. No point using an agent, as all they do is fill in the paperwork for you, plenty of touts at the main passport office will assist your partner if needed for $10.

Correct, the Cambodian Embassy issued ETD won't give her any right to re-enter UK, only valid for travel to Cambodia in order to renew Cambodian passport.

Just my 5 cents: the passport has expired 2 years ago. I am not sure how she managed to stay in UK after that, since her visa has expired as well (unless she has dual citizenship, but in that case you wouldn't need that "UK to give us a valid Travel Certificate", which you haven't specified yet despite multiple requests). So she is basically illegal in UK right now and that will get you in some trouble when leaving the country but the way bigger question will be, if she will be ever allowed to enter UK again.
You don't need to pay anyone when arriving in PP as long as you do that before Juli (when the new airport opens). Just take $US with you, preferable at least one crisp $5 note, that will get you from the airport wherever your stay is (don't forget your visa fees of $30 or $35). Then go to a random money exchange or use your credit card on an ABA ATM (others don't work with foreign cards).
For the process of getting a new passport the requirements were written here a couple of times already, but one important note is missing: you need to go to the upper floor of ÆON Mall (Sen Sok) to apply for the passport. Once you found that, it is an easy and straight forward process, like all Cambodian bureaucracy (I once helped a guy, but I was just useless standing at the side until the process was completed)
Driving on Cambodian roads is just like playing a classic arcade top scroller. The only difference is a force feedback controller, the limitation to one life only and the inability to restart, once Game Over
