Suitable gift for wedding

We're off to a Khmer wedding tomorrow - I know $20 per western guest is a standard gift, but this wedding is at Diamond Island. Any thoughts on how much to give?

Standard wedding gift, as quoted by yourself, should be sufficient regardless of the location.

I think it depends on you. For local like me, I also spend 20$ for a wedding party. If they are my close friends or relatives, I'll give more than this.
But if the groom and bride are a bit poor, I'll consider if I can give them more than 20$.
If they are rich already, 20$ is my standard. :)

Depends also how well you know them. If they are close friends what you have stated is acceptable.

If you don't know them well and are just there to fill seats I would half what you have suggested.
