The ones around Central Market are all pretty good and reasonably priced. If you want to order online for delivery, then https://www.cambodiaflorist.com.kh/ are reliable and supply high quality flowers, but pricier than most of the local markets.

I assume for valentines. On a side note where can i get valentines cards.tried IBC no luck?
