Registration of a used car

Does anyone have experience of registering a used vehicle in Cambodia?
Is it even possible for a foreigner to have a used car registered in their name?
On checking the government site, as part of the registration process it states a requirement for a copy of an ID card, family book or residency book. I don’t possess either of the first 2 and have no idea what the 3rd is.
Thanks in advance for any useful advice/information.
