Do volunteers ever need work permits?

Some people come to Cambodia and may volunteer at an NGO, or may volunteer to teach English, or may help out Cambodian friends. Do volunteers ever need work permits? That is people helping with something, not working for money.

It's a grey area which isn't clearly defined in the laws. If they hold an EB (Business) Extension of Stay then technically they should also have a valid Work Permit.

If the NGO has a MoU with the ministry of internal they can come on an NGO visa and they don't need a WP. The visa is free too.

If not, technically they need to have all the paper work and pay for the visa. Drawing a salary or not isn't an issue.

The NGO visa, which is either the B-type or C-type depending on the organisation and their relevant MoU, is usually only issued to employees...not usually volunteers.

These visas are not available to voluntourists.

A Tourist "T" visa is only applicable to tourism.

Working in any capacity, be it paid or unpaid, is not covered by a "T" Visa. Volunteering is NOT Tourism.

Does anyone know of anyone who has had problems doing voluntary work without a work visa?
