It's that time of year again to pay the property tax. Talking to my neighbors about it, they started laughing at me (6 different neighbors). They said they've never paid property tax. They said you only pay property tax if the tax man comes to your house asking for it or if you sale your house. Some of them have hard titles, some soft, but all said the same thing. I always figured if I didn't pay it then it's a good excuse for some corrupt official to take my home.

So am I the crazy one for paying the property tax on my house and land?

As a foreigner I think we're held to a different standard, although I don't think there is an immediate risk of losing your home. Maybe get greased for more money but that's it.

That being said, I'm current on all my property taxes here as I don't want to risk anything, and want to do my best to obey what law there is here.

When we bought the 4-year old house the Cambodian owner who works for the tax department hadn't paid his 5 or 6 $ a year property tax. We had to pay a 50$ fine and pay the back taxes ....Better to keep up with the yearly payments.

Plenty of locals pay property tax. A friend of mine is the head of property tax for one of the larger districts here and said almost all his department deals with is locals. Tax collection was very lax for decades but gradually all are being forced to pay.

No, Cambodians and foreigners are equally liable

The Earth's resources; land, air, water, etc belong to everyone
'Ownership' of those resources should be taxed with that in mind

We just bought some property. It's in her name of course. I asked her if we will need to pay property tax, she scoffed and gave me a funny look. Either that's a no, or she doesn't know what she is talking about.

It's just another thing that hasn't until very recently been effectively or evenly enforced so people imagine it doesn't exist or is a scam. Not so long ago the same went for income tax, now the exchequer is collecting $2+ billion in income tax annually.
