@ OP. Posting the same thread x 5 will not give you better results.
Mostly, you have very few answers here because you obviously don't know that Sihanoukville is now a Chinese casino town under construction. There are few places to stay because most accommodation is rented by Chinese workers and tourists.
Do a search on this forum or search the web for Sihanoukville - Chinese. That should answer your question. 80-90 per cent of expats and their businesses have moved out of SV to Kampot or elsewhere.
IMO Best thing to do is get a taxi from the airport to Serendipity Pier and head for one of the islands without stopping. If you have to stop one night, the Big Easy is still open. Don't believe what you read in guide books, or on internet booking or tourist sites, there is really nothing left for westerners on Serendipity Rd, or generally in SV right now. Things have changed even since 1 Jan 2019.

Avoid like the plague and head to the islands instead (kr and krs)

Forget about Sihanoukville. The place is fubar. Koh Rong and Koh Rong Samloem are nice (in comparison to Sihanoukville), but there is a huge difference between what you see on Google Images and real life... The islands are nothing like the Bahamas or Greece. Far from being sparkling clean to say the least.

Since the chinese took over Sihanoukville and turned it into a mini macao the nearest decent beach is white sands beach on Koh Chang in Thailand. You can get there via koh kong in not much more time thatn it takes to get to snooky from PP and It will be far cleaner, cheaper and more enjoyable. Unless you are chinese.....

I agree with your assessment of the place, however it's an 8 hours drive from pp via pursat or mong russei.

No worries. Didn't mean to sound curt, but SHV has become a no-go holiday zone over the last two years, except for the islands, Koh Rong and Koh Rong Sanloem.
Travel news travels slowly apparently. Let us know if you find a nice beach town to hang out.
