Drive out of Sihanoukville, up over the hill. Before you get to the airport, there is a large complex containing many factory buildings. Inquire there. It is owned by Chinese. The offices are in a large office style building. Drive in and have a look.

If you are coming from the airport direction, it is not very far on the road to Sihanoukville.

The shianukville special economic zone is quite pricey, unless you need the logistic and legal advantages offered by an SEZ there are several factories available along the national road that connects shianukville to Phnom Penh that are much better priced. The main thing to look for is the cost of electricity which could be an important factor in your factory profitability.
