open bank account with a Cambodian bank

My friend has run into a problem with his UK bank. The ideal solution seems to be to open a bank account with a bank in Cambodia. He currently has a pension visa but hasn't been able to open a bank account with any bank as he keeps being told that he needs to be working in Cambodia in order to open a account - and he isn't working he is retired. Does anyone have any knowledge on how to.open an account and what the banks requirements may be?
