Phnom Penh Neighborhoods

Hey!
I was wondering about the neighborhoods of Phnom Penh.
There is a bunch of info online, but I feel like a lot can change quickly and its always nice to hear a variety of opinions.
So, of the several neighborhoods (eg. TTP (same as russian market right?), the BKKs Tonle Bassac, etc) which ones do you like and for what (living, only to go out, hobbies).
Which ones might be nasty? What places would you avoid? Basically just anything that you want to let people know.
