Business registration / change type of business ?

Hi,
I have been getting mixed responses to this question...
My brother has a guest house registered here as a sole proprietorship but for personal reasons, he had to leave Cambodia for a while. Now I am here taking care of the business and want to convert the business type from sole proprietor to partner. Most consultants have told me that it cannot be done and we would have to liquidate the business and re register, which is obviously expensive and time consuming. With all the department s... I
Anyone has an idea if it's possible and about the procedure ? Any help would be appreciated ... Since he s not here for a while, it helps me with being an authorized signatory and partner in the business...
