Renewal of Retirement Visa

Does anybody know if the Retirement Visa can be renewed from outside Cambodia - i.e. at a Cambodian Embassy or possibly by mail?

No, cannot, you need to be in Cambodia in order to obtain an EOS. Embassies don't issue extension of stays either.
Even if you posted it to somebody you trust to apply for on your behalf, there would be no valid Entry stamp in your pp and the DoI will not issue you the EOS...in fact they may even question why someone else has your passport which could cause issues...my advice, don't even attempt it.

Even if it could be, embassies are notorious for making their own rules, so you should ask your respective Cambodian embassy.

I can confirm that you must be in Cambodia to apply for an EOS.
My wife brought her mother's passport with her and used an agent to get the EOS.
Immigration held the passport and asked her mother to come and explain how she got into Cambodia without an entry stamp in the passport.
It took me a morning with my wife at immigration to explain, write a letter of explanation and apology before we got the passport back.
