Hypothetical hard title vs. soft title conflict
Family has decided that missus should named on the hard title for the family land. Pretty much because she can be trusted to never gamble it away or pawn it or put it up for a quickie loan. Family land also includes several pieces lived on by others that have soft titles to their individual plots. Never really a problem as long as sold to other villagers as soft title sales.
Here’s the hypothetical. Can developers (Khmer Filipinos or maybe Oknha) buy the soft title and convert it to hard title? Or the opposite, if the family hard title is bought, are the villagers soft titles still valid?
Just curious about how the law works in the KOW.

If you've got the soft title there is a legal process for converting it to a hard title, yes.

Wait...are you saying that there is one large piece of land which is hard-title...but that same piece of land has been broken up into smaller plots which have soft titles?
Or are the soft title plots separate from the hard title plot?
Or are the soft title plots separate from the hard title plot?

If the hard title plot has been sub-divided and sold it’s no longer a going concern and can’t be transferred as a block but what ever is left can be.
Even soft title has processes with people of authority and if a title is fraudulently sold then no matter who it is will be in deep dooddoo.

it aint easy navigating thru all these red tapes peppered with lost translation, i had 3 different answers from 3 different men in the same department regarding a same question,

Basic rule of thumb...Hard-title over rules Soft-title.

I think you need to get a clear definition of exactly what land is on the hard title.

The first is correct. Hard title land. Villager builds on a piece of land and get soft title. Development is increasing in this area and I can foresee that this may be a future problem.
Hypothetical question is if an inventor buys one of the soft title sub plots and converts to hard title. Can he override and break up the missus’ hard title in small pieces?
Or hypothetical vice versa. Way in the future great grandkids sell the hard title to an inventor. What happens to the soft title sub plots?
Right now villagers live on all the land so hard title, soft title, ownership is pretty much in flux and not so important. But once it becomes investors and companies, it could get ugly.
