What if your (non-Cambodian) spouse accepts a job in Cambodia (visa and work permit sponsored by employer) and you want to join him/her as a non-working resident? Is it possible (under the current law and under the proposed new visa law)? I know most countries have something referred to as an 'accompanying spouse visa' for that situation.

There is no separate visa or EOS category for this, but Yes, wives/husbands and/or dependents can stay on an EB visa without the requirement of a WP (if they work then they will also need a WP), as long as the spouse/parent has a valid WP and EOS.
You need to provide evidence of marital status/proof that you are the parent/legal guardian of dependents if applicable and a letter from employer.
(If requested by Immigration officials).
